I invite you all to please visit New Hampshire US Senator Shaheen’s website at http://shaheen.senate.gov . Under the heading “Services” you will see a link marked “Spending Requests”. Please click on this link. You’ll end up on a page entitled, “Federal Spending Requests”. Part way down the page you’ll see a drop down menu called “Choose a Category”. Click on this and choose “ALL”. This will give you a list of all of her spending requests for FY 2011. I have been told by a staffer at Senator Shaheen’s DC office that these are a list of “EARMARKS” that Senator Shaheen has requested to be included in the Omnibus Spending Bill to be voted on by the Senate before they adjourn.

These requested earmarks total over $800 million!!!!!. But, not to worry. Andrew Zabel of Senator Shaheen’s DC office, 202 224-2841 told me that “only” $54 million actually made it into the Omnibus Spending bill. However, I guess that if all $800 million were approved she would have been very happy!
Here are a couple of interesting ones Senator Shaheen requested. These may not have made it into the final bill. At least not with Shaheen’s name on them since she “only” got $54 million according to her spokesman.
Manufacturing Extension Partnership – $129,700,000.00
The Manufacturing Extension Partnership (MEP) is a national public-private program dedicated to providing technical support and services to small and medium-sized manufacturers. MEP enables manufacturers to compete globally, supports greater supply chain integration, and provides access to information, training and technologies. In Fiscal Year 2009 alone, MEP projects created or retained 52,948 jobs, generated more than $9.1 billion in total sales and provided cost savings of more than $1.4 billion. This project will allow the exisiting MEP Center network to continue to create new jobs and respond to future challenges and opportunities in the manufacturing sector.
National Writing Project – $26,200,000.00
The National Writing Project (NWP) is the only federal program that focuses on the teaching of writing, and is the nation’s leading coordinated effort to improve writing and learning for all students in our nation’s schools. NWP provides an array of professional development opportunities for writing teachers through a network of 200 university-based project sites in all 50 states. A number of studies have shown that students in classrooms with NWP-trained teachers demonstrate greater growth in their writing skills than students in other classrooms. This funding will be used to support and expand NWP’s professional development programs to reach more teachers, as well as to expand research on NWP’s impact.
YouthBuild – $120,000,000.00
YouthBuild is a uniquely comprehensive, full-time, non-residential, community-based program sponsored by non-profit or public agencies that offer unemployed low-income young adults an immediate and productive role in rebuilding their communities. Students spend half their time attending basic education classes and the rest of their time receiving job skills through training in the construction field. Funding will help YouthBuild support their 273 existing programs, and expand their coverage beyond the 10,000 young adults currently served. More than 75 percent of YoutBuild graduates are either employed at an average wage of $10/hr or attended college. This request will provide the resources necessary to meet the demand for YouthBuild’s programs.

All her “requested earmarks” consists of 45 pages long!!!!
This system of earmarking we are told doesn’t amount to any “real” money. Only about $15 billion per year. This isn’t “pocket change” to me but then I’m not from Washington DC. The problem is the corruption that stems from earmarking. The horse trading that goes on. The votes for spending bills with much, much higher price tags.
Until this is stopped I really wonder how anything in DC will ever change.
