THE COMPACT for AMERICA IS AN AGENDA TO CHANGE THE CONSTITUTION
by Russ Payne
In American politics these days, unfortunately, we have “political worms”, bought individuals who are beholden to special interest groups. But even while voters keep electing them, their taxing and spending motivations are based on the narrow party agendas which advocate regulatory agencies that hire bureaucrats who simultaneously raise your taxes and steal your freedom. Why more and more government? It creates a constituency that craves just what politicians want: a continuation of government checks. Reelection based on self-interest becomes the primary concern, while concerns for the best interest for our country and future generations are forgotten.
This evil standard operating procedure is used to unscrupulously to implement all unconstitutional issues and agencies. But here, let me introduce “The Compact for America” CFA. What is it?… how is it being implemented?, and why has it been promoted? To the above criticism, perhaps some politician’s will take offense, “most deserve it.” But to those “statesmen” (and the ladies also), who take their oath to the Constitution seriously; my harsh words are not directed.
What is the “CFA?” Remember all the “financial cliff ballyhoo” that got so much attention last month that put off the day of reckoning until April. There’s lots of talk about the cutting spending, but never any action. The CFA is a new answer for all the annual deficits that have created a $16 trillion plus ever-increasing debt. But the new CFA agenda to Call for a Constitutional Convention (ConCon), specifically in this case for a Balance the Budget Amendment (BBA), continues to place fault with the Constitution which has been the basic premise for all the ConCon’s over the past forty years. The danger is ConCons cannot be limited to one issue. Does it make sense to entrust the integrity of this greatest document in all history to a sovereign convention controlled by the same “political ilk” who have caused the problem they now pretend to solve?
What is the strategy of CFA to deceive our States into believing that a BBA truly will accomplish its stated goal? They’re going to put on a constitutional mask and impress the people with Jefferson’s words out of the Declaration of Independence: “That whenever any Form of Government becomes destructive of these ends, (which are Life, Liberty and the pursuit of Happiness), it is the Right of the People to alter or to abolish, and to institute new Government.” Their agenda is: First, a multi-state compact will be introduced petitioning Congress to convene a ConCon. State governor members of this “compact”, will serve as delegates who will notify Congress that members of the compact have pre-ratified a BBA that is called for and defined by the CFA, and this BBA is to be added to the Constitution. The third phase would be a congressional resolution calling for a 24-hour ConCon to be held in Dallas Texas this July 4th, 2013.
Now if changing the Constitution, creating a new law would accomplish their goal, then why didn’t Public Law 95-435 work? This was a law sponsored by our own NH Senator, Warren Rudman in 1979, which mandated a balanced budget by 1981. Why do these power elite who propose to pass their CFA Resolutions in 38 states by July 4th continue to advocate what has been a proven failure? The answer is, they are not interested in Balancing the Budget, but they are interested in changing the Constitution.
Looking back over the past presidential charade: why was there not concerns and opposing opinions about this Article V process that mandates States call for a ConCon to amend the Constitution? This issue has largely been flying under the radar of public awareness. Balancing the budget is popular, but never accomplished. Because spending cuts are not politically correct.
If these power elite who have spent tens-of billions of dollars promoting ConCons, were really interested in controlling spending, then why haven’t they promoted congressional candidates who have the moral-backbone to cut spending as Congressman Ron Paul called for in his run for the presidency? If our Marine warriors call for only a few good men: then we need the same moral courage demonstrated on the battlefield in the halls of Congress. All we need is a 218 for a majority in the House to control spending. The Constitution is not broken! Our present Congress and one Administration after another, no matter which party, have been morally bankrupt.
Keep your eyes on the big-spenders. They will flaunt how frugal they are with your money by saying they are for a BBA. Now the CFA they say will save us from bankruptcy. But check them out when they vote to raise the debt ceiling in April. What do you bet they will vote to deposit tens of billions more of your dollars in the government checkbook? One must ask: who are they representing when they sign the taxpayers name on the bottom line? If you’re a citizen who joins this CFA parade and expects responsible balanced budgets then you’re going to be able to relate to the drunk on the Titanic who ask for Ice and said: “but this is ridiculous.”
