Please read this article to see how despite reluctance to admit being part of ICLEI, cities like Nashua are actually paying dues to the organization which is a creation of the UN. ICLEI’s mission is to promote the principles put forth in the UN’s Agenda 21 Plan — a vehicle to further promote the UN’s “Millennium Development Goals” for the world. ICLEI, or the International Council for Local Environmental Initiatives, was created as a non-governmental spin-off by the United Nations to implement Agenda 21 locally. It is a lobbying and policy group that is designed to influence and change local governmental policies related to all aspects of human life.
Through legislation, NH had set up 9 regional planning commissions, which cities and towns are urged to join. Currently commissioners are promoting the idea that cities and towns should accept federal (EPA/HUD/DOT) money to aid in making top down changes with things such as housing, transportation, and water management… done by imposing new laws and ordinances that bypass the taxpayers and voters. Usually these new laws and ordinances deal with restrictions on where one can live, work, travel, or even how one can use water on his own private property. Money via grants might be used to create ‘compact housing’ or ‘rail transit’… none of which the taxpayers asked for.
NH also has a Water Sustainability Commission created by executive order in 2011. The thrust of this commission is to measure and tax and control ALL WATER on all property, private or otherwise. This includes private wells, septic input, and stormwater runoff. A recent NHARPC (the association of all 9 commissions) document obtained by the NHTPC shows that legislation is planned to give regional government more authority in imposing Agenda 21 goals, some coming directly from the American Planning Associations handbook.
If you do not wish to live in a ‘planned society’ such as what was attempted in the Soviet Union, please read Rosa Koire’s book. Rosa is an expert on Agenda 21. In her book ‘Behind the Green Mask’ she tells the truth about regionalism, something about which Nashua and other town officials often plead ignorance. Her groups are called Democrats Against Agenda 21 and the Post Sustainability Institute for which she serves as Executive Director.
“Regionalism” and “Regional solutions to local problems” is a very specific program to wipe out local sovereignty and governance. As governance is done more and more on a regional basis, local towns are stripped of their powers of governance.
Regionalism leads to “tax base sharing” where the smaller towns/suburbs directly contribute their tax dollars into the cities.
In Stanley Kurtz’s book “Redistributing the Wealth” he details Obama’s long standing war with the suburbs. The Obama administration through the Sustainable Communities Initiative is using Regionalism to take money and power from small towns and suburbs and give the money and power to the cities. Regionalism has been discussed by planners and RPC’s in NH for many years. In mid 2000’s, Plan NH held a panel discussion seminar for all planners in NH on Regionalism. Regionalism is promoted from the RPC’s as they become the de facto governance bodies, despite claiming they are ‘advisory’ or have no ‘authority’.
This type of governance is very dangerous as it separates the government from the governance. And it separates governance from consent of the governed.
Put quite simply, regionalism is communism.

Update October 2013: The UN is busy erasing all references to Agenda 21 from their website. Since this would involved thousands of documents, it’s almost an impossible task.
