This is no surprise. Peter Orszag and Steve Rattner, two of Obama’s former czars, already admitted this. Orsazg said the congress knew provisions for CERs (Comparative Effective Research panel) and IPABs (Independent Payment Advisory Boards) were already written into the ARRA (The American Recovery and Reinvestment Act of 2009) AND Obamacare as well.
